EAR-05Edition 1.0 · November 2026
600 Series & 9x515
Former munitions, for non-US companies
A step-by-step method for non-US companies to classify, reexport, transfer and incorporate US “600 series” and 9x515 items — licence requirements, the few exceptions left, and what follows them into foreign products.
What this guide settles
- “600 series” and 9x515 items are EAR items with near-ITAR weight: most .a–.x paragraphs need a licence for every destination except Australia, Canada and the UK — the exact paragraph decides
- .y is narrower, not free: a licence for China, Russia and Venezuela, plus embargoes and Part 744
- Licence exceptions are few: generally GOV only for D:5, none for Hong Kong, a short list elsewhere, and STA under cumulative conditions
- The controls follow the item, differently by family: FDP rule (c) for 9x515, (d) and 0A919 for 600 series; no second incorporation for US-origin “600 series” content
