License Exception STA
From eligibility to evidence
A step-by-step method for non-US companies to use Strategic Trade Authorization — eligibility, every reason for control, 600 series conditions, and the statements and notices that travel with the item.
What this guide settles
- STA replaces a Part 742 licence only: it never overcomes Part 744 or Part 746, and every reason for control must be covered by an authorizing paragraph
- A:5 under (c)(1)(i), listed UAVs under (c)(1)(ii) for A:5 destinations, A:6 only for NS-only items not designated in the ECCN
- 600 series items add recipient, end-user and end-use conditions, prior approval of all parties under (c)(1)(i) and the chain to an eligible ultimate end user
- The paperwork follows each STA-authorized move: ECCN notice, the prior consignee statement unless an A:5/A:6 government consignee or (d)(4) applies, and a notification with each tangible shipment
